DEFINITION
Planning is a process of managing and designing land use and projects in Counties, Cities and Towns.
Working in multiple jurisdictions and areas, there are numerous types of entitlements including ministerial and discretionary types of permits/applications that often require agency, or governmental review, or approval. Ministerial permits generally involves staff approval and a determination of conformity with codes and regulations and allows a project to go into the design/construction phase. Discretionary permits often require different levels of environmental review and different levels of decision-body approvals. Planning and Entitlement applications and processing often require the coordination of other disciplines for various reports, supporting documents, design for a complete application to be submitted and reviewed.
Conceptual Design is a key and effective task performed and made early on in a project to determine both the allowable project based upon the proposed project and property requirements. Conceptual layouts provide a visual determination of what a site can yield and identify many of the specifics necessary to make the project work.
